Jessica De Alba-Ulloa, Ph.D.
Since August 2024, Professor De Alba-Ulloa has served as an adjunct professor at the School of Policy and International Affairs (SPIA) and the Department of Political Science at the University of Maine. She also continues her role at the Autonomous University of Nuevo Leon, where she has been an adjunct professor (remote) since August 2023 at the School of Political Science and International Relations. Additionally, she contributes to the School of Global Studies at Anahuac University in Mexico, where she had a dynamic 22-year tenure, progressing from professor to director of the Center for Research on International Relations.
Professor De Alba-Ulloa has earned prominent fellowships, including the O’Gorman Fellowship at ILAS-Columbia University in New York, a Fulbright fellowship through the U.S. State Department’s National Security & Policymaking program, and the Salzburg Global Fellowship based in Austria. She has been recognized as a National Researcher in Mexico since 2015, achieving Level 2 distinction.
Her contributions to the global academic community extend beyond academia. Within the International Studies Association (ISA), she has been elected Vice President for 2024-2025 and served as Chair of the Committee on the Status of Engagement with the Global South from 2021 to 2023. Her dedication is also evident in the Mexican International Studies Association (AMEI), where she served as Secretary-General from 2021 to 2023, among other leadership roles. As a senior associate of the Mexican Council on Foreign Relations (COMEXI), she has actively participated in various programs, particularly those focused on immigration, and has represented the council at prominent forums, including the Council of Councils of the Council on Foreign Relations and the Atlantic Dialogues in Morocco
Additionally, she is a founding member of the Frank Devlyn International Rotary Club and has been a Dame of the Loyal Legion of the United States since 2013.
Her scholarly pursuits focus on International Relations Theory, International Security, U.S. and Mexico Foreign Policy, Latin American politics, Diplomacy, and Bioethics. She edited the first book on IR theories in Spanish and a significant work on Mexican Foreign Policy, alongside numerous authored book chapters and specialized articles. Beyond academia, she is an active foreign affairs commentator in the media.
Professionally, her experience is extensive, ranging from roles in the Mexican Foreign Affairs Ministry and diplomatic missions to entrepreneurial ventures in farming and therapeutic modalities like hippotherapy and logotherapy. Past roles include advising the Undersecretary of the Mexican Foreign Affairs Ministry (SRE) and the Commissioner of the National Immigration Institute in Mexico, serving as a delegate for the Mexican mission to UNESCO, and holding an Assistant Professor position at Université de Paris Sud.
Professor De Alba-Ulloa holds a BA in International Relations from the University of the Americas, Mexico City College, as well as a Master’s in Diplomacy and Negotiations and a Ph.D. in Political Science, both from Université de Paris Sud, France.
